Mer fakta från andra sidan jorden

På Flashback har det blivit lite diskussion kring Altenstedts artikel i GP. Weaverworld kollade upp lite påstående som motståndare till prostitution kommit med i tråden och skrev ett mycket intressant inlägg om detta. Jag har fått Weaverworld tillåtelse att citera inlägget här på bloggen… jag tackar, bockar och bugar 🙂 Så här skrev Weaverworld:

Hittade en intressant artikel från Nya Zealands justitiedepartementet angående legalisering av prostitution just vad avser hur marknaden ökade när det gällde bordeller och så vidare:

”During the debate, unsubstantiated statistics were also sometimes produced literally out of thin air, as when an Australian industry spokesperson remarked during an interview that the number of brothels in Sydney had increased by 400% since decriminalisation. When subsequently questioned about the source of this figure, she was unable to provide any means of substantiation – it had simply come into her head when she was asked the question and seemed like a good response (PRB 111B, 2001).

Its origins left unexamined, this ‘statistic’ was subsequently used on billboards around New Zealand by those seeking support for their opposition to the bill (Maxim Institute, 2002). This was also despite pronouncements from Professor Basil Donovan of Sydney Sexual Health noting little or no increase in the number of sex workers in New South Wales following the passage of the Disorderly Houses Amendment Act 1995 (Donovan, 2001, cited in PRB 111C, 2002, 7). What he did suggest, however, was some evidence following decriminalisation of a move by sex workers from larger venues to smaller or owner-operated premises, thereby giving the superficial impression of an increase.”

Alltså, inte nog med att motståndare ljuger om fakta utan erfarenheterna är att antalet sexarbetare inte ökade nämnvärt, allt som hände var att de som jobbade med detta fick möjlighet att ta makten över detta liv och starta egna företag.

Rapporten tar upp att även fast prostitution är legalt så är det en tungt reglerad bransch, detta kan inverka negativt på de som vill jobba lagligt med detta men inte kan göra det på grund av statens långa och kostliga processer med inslag av trakasserier.

”The cost and legal scrutiny involved in the licensing process means that many (perhaps a majority) of prostitution businesses in Victoria remain illegal. (Sullivan, 1999, 10).”

”We’ve been pushed into industrial areas and hidden, we’re paying $20,000 a year for our licence before we can even open the doors, we’re fingerprinted and interrogated, we have trouble getting workers because we can’t advertise and they’re (the Government) in our faces all the time. (The Courier-Mail, 2003, quoted in Smith, 2003, 21).”

Likhet kan dras med den svenska alkoholpolitiken där en mycket reglerad industri tillåter och till och med skapar utrymme för en svart marknad. Det tas upp även total avkriminalisering av prostitution och jag ser detta som en bättre väg att gå. Samtliga rapporter talar dock om bättre tillgång till hälsoundersökningar och att antalet sexuellt överförda sjukdomar minskat kraftigt.

Det finns även en mycket intressant rapport från Queensland angående den legalisering som genomfördes där, utvärderingen är i huvudsak positiv till effekterna. När det gäller organiserad brottslighet inom bordellverksamheten säger denna rapport exempelvis:

”The CMC was told that there is no evidence of police corruption or organised crime in the legal prostitution industry — for either licensed brothels or sole operators.

While illegal prostitution may itself meet the definition of organised crime, there was little evidence of further involvement of the industry in crime such as the drug market, sex trafficking or child prostitution.

However, the use of a corporate structure for licensees and police-related issues relevant to organised crime and corruption, such as rotation within the Tactical Crime Squad and the Prostitution Enforcement Task Force, were raised as issues that require attention.”

Det finns även en intressant passage i rapporten angående den svenska lagstiftningen:

”On the other hand, while there has been a significant reduction in the amount of visible prostitution in countries that have fully criminalised prostitution (such as Sweden), there appears to have been a return to underground prostitution, jeopardising the health and safety of the workers and providing more opportunities for organised crime.”
